The Australian Government introduced a series of reforms aimed at strengthening the integrity of Australia’s migration system and reducing misuse of student visas. These measures form part of the Government’s broader Migration Strategy, which seeks to ensure that Australia’s visa system attracts genuine students and skilled migrants while discouraging abuse of visa pathways.
One of the most significant changes came into effect on 1 July 2024, when Visitor Visa holders and Temporary Graduate Visa holders became ineligible to apply for a Student Visa from within Australia. Applicants wishing to study in Australia under these circumstances must now generally apply for a Student Visa from outside Australia, unless an exemption applies.
The Government introduced these changes after identifying a growing trend of individuals using successive visa applications to extend their stay in Australia rather than following the intended purpose of each visa. This practice, commonly referred to as “visa hopping,” was considered to undermine the integrity of Australia’s immigration framework.
The reforms also encourage Temporary Graduate Visa holders to transition into skilled employment through appropriate skilled migration pathways if they are eligible, rather than repeatedly enrolling in further study solely to remain in Australia.
These changes remain an important part of Australia’s ongoing efforts to strengthen migration integrity, reduce exploitation of the visa system, and ensure that international education continues to support genuine students and Australia’s long-term economic and workforce needs.
